Anyone know some info on this antique picture and frame? ?

My great grandma who was an antique dealer left me this, I wanted some more details on it. Anyone that knows something about it or where I could find more info would be awsome.

    Is it the original? Who is the artist. Is there a date?  Start off with a Google search and work from there.  If you have something, contact the program "Antiques Roadshow" and ask them to give you the name of an expert that could help you.  The title of the painting is probably, "The lucky soldier" and probably European.
