If you legally evicted them, as in did all the paperwork correctly, you've already informed the city that this illegal apartment exists.

People can threaten to send you to the moon. It doesn't mean that they can do it or will do it.

It is illegal to threaten legal action you can't actually take. It is 100% legal to inform you they intend to report actual illegal actions.
That said, ADMITTING you learned it was illegal to rent to them is actually a DEFENSE to charges of illegally evicting them.

Someone can threaten AND someone can file a complaint. ALL rent paid on an illegal apartment CAN be ordered returned to the former tenant, and the landlord CAN (and probably will) be fined. This is very serious where I live, NYC.
