Does a Samsung Galaxy S20+ Pro exist?
I asked my mom for the S20+ for Christmas. What I got was a S20+ Pro. No matter where I look I can't find a phone by this name. Not even on Samsung's store. I think my mother was ripped off. She told me she got it from a clearance website that slashed their already low prices for Black Friday.
Does this fake phone store apply to my brother's Note 20 512gb? All I can find on Samsung is a 128gb capacity Note 20

The only S20+ PRO you can get all come from China. You are right - Samsung does not list them on their site.

Unfortunately your mum was scammed.
Here in the UK the S20+ should cost just over £500. But crappy sites like Wish are selling the “Galaxy S20+ Pro”, a non-existent Samsung model, for just £89.
It’s not your mom’s fault: it’s a scam model designed only to fool people who think that they’re getting a bargain.
If your mom paid by credit card then depending upon consumer laws in your country she may be able to claim for a refund against her credit card provider.

No. Pro is used by iPhones. Samsung uses ultra for its top of the line mobile phones.
