The Best you mean should be the most comfortable one you fit into, depends on the climate, fit, and many other choices of yours like colour, texture, fabric etc.. so to decide the best one for you,, you should first think about your great fit and comfort as your basic options.

There’s no set answer to that. It depends on your body shape, the temperature and weather you intend to ride in, how hard you’ll ride. How sensitive you are to heat/cold. How much you’re willing to pay.

Anything beyond a short, casual ride, I prefer to ride in bicycle-specific tights. Tights won’t cause folds and creases between your body and the saddle. Not only is this more comfortable, it also improves the longevity of the clothing. Pants and tights that are not bicycle specific may deteriorate QUICKLY when used for bicycling. I seriously shortened the life of one pair of rain pants and one pair of cross-country skiing pants before I figured this out.

I’ve had good luck with the Endura brand. Also have some really old Agu tights that seem near enough immortal.

"Best" for the riding YOU do?  Or best for the riding I do?

Best how?  Best for which season of the year?  Spring, Summer, Fall or Winter?  As my brother (OldHippie) pointed out, most of the time when cycling I don't wear pants.  In the summer, it's padded cycling shorts.  When the weather starts cooling off, it's fleece lined cycling tights.  Downright frigid temps require thermal windproof pants.

If I were to wear pants (in the traditional sense) it sure as hell wouldn't be cotton jeans on longer trips.  Not unless you like having your scrotum rubbed raw.

"Best" is a word wide open to interpretation.  What's 'best' to me might be terrible or uncomfortable to you & hundreds of other people.  And vice-versa.

The second word that concerns me is "pants".  99.9% of the time I don't wear 'pants'.  In warmer months, I wear padded cycling shorts.  You know...Lycra & Spandex.  In winter, it's fleece lined cycling "tights".  These can be either padded on non-padded.  Depends on the style & who makes them.  You previously asked, "Is it OK to wear women's compression tights?"  /question/index?qid=20201...  Is this related to your cycling adventures?  If yes...why shop for women's when men's compression tights are also available?

If you live in the northern hemisphere, right now you're experiencing winter.  And lots of companies make cool to cold weather cycling pants and/or tights.  One such company is Aero Tech Designs in Coraopolis, PA. - the good ol' USA.  Open this link and scroll down...  https://www.aerotechdesigns.com/cycling-tights.htm...  You'll find cycling 'tights' for cool weather - around 40 to 55 degrees or so.  You'll also find men's Thermal Cycling Tights and Pants for cold weather conditions - around the freezing point or below.  These Thermal Windproof Pants are stated for use when it's gets downright frigid - ZERO degrees. https://www.aerotechdesigns.com/methwicypa.html

Other companies include Pearl Izumi & Primal Wear - just to name two..  You can find more brands on Amazon.  Just type in the search box "cold weather cycling tights for men".  https://www.amazon.com/s?k=cold+weather+cycling+ti...

In closing, I can tell you the worst...  Blue Jeans!  The course cotton material will rub you raw.  Also, cotton traps moisture (sweat) and holds onto it.  It doesn't breathe or 'wick away' sweat like cycling specific clothes do.  My guess is, you're kinda new to cycling.  I hope this helped explain a few things.

The [best] is an opinionated word. Whatever cycling attire you feel comfortable wearing and is affordable will be the [best] for you.

Don't know. I have always worn my dress pants or blue jeans when I ride my bicycles. .
