33 F (0.55 C) is only 1 F (0.55 C) degree over FREEZING (32 F, ZERO C). That is considered cold.
What are you considering "play"? Some sports are normally done in that temperature, or even colder, skiing, ice hockey, ice skating, curling, etc.
Since you are using Fahrenheit that means the USA. "Play" in the USA means, Basketball, American Football, Baseball or Golf. American Football is played at 33 F very often. The other sports, not very often or next to never.

If it was 33 degrees on the ski slopes would it be fun to ski? It would be. 33 degrees is a great temp for winter sports.

33 fahrenheit is almost 6 degrees celsius over freezing.
As long as it's dry and you aren't underdressed nor stay still, it's fine for playing
