Why would a dog cry endlessly while on a walk?

There is this man and his little dog that walk with our dog walking group now and his dog whimpers and cries the entire time non-stop when he walks her. But when someone else in the group walks the dog she is fine and quiet.  The guy says she only crys while on the walks outside  and is fine in the apartment. yet when others walk the dog she is fine.  

Its just odd and upsetting to hear the dog cry endlessly like that. Does his explanation make sense? Why would a dog whimper so much while just being walked?

Update:

We hope nothing bad is going on. But the one other male walker in our group has said that the man who walks the crying dog has said some really creepy perveted things to him so it makes us even more suspicious. we just are not sure. plus not sure what to do about it.

    I don't think it is as bad as you may think it is.  She is an individual & has her own behavioral traits individual to her.  Just her nature.

    When I hear about "perverted things" involving animals, I call my local Dog Warden AND the SPCA.

    My dog cries at the beginning of walks out of excitement - and to get her way.

    Sounds like the dog, just like little kids. Has leaned that whimpering and crying will get them something. As you say, another walks the dog and it all goes away. I'm thinking it's one spoiled dog is all, as opposed to something sinister.

    Dogs do what works and clearly if it behaves like this only when walked by its owner it thinks the owner wants it to behave like this...so it is 'pleasing' it owner as very likely the owner over praised the dog by taking notice of its lack of confidence when it cried when first walking/training it
