Do I have a Service Canada account?
Several months ago, we were able to use a link from CRA to Service Canada.
Now the link is no longer available. My sister says that if the link would take me
into Service Canada prior to it not working, I would have a Service Canada Account, or I wouldn't have been able to get in there She's pretty smart when it comes to computers, etc. but this is a Govt thing.. So, the question remains...

If you have accessed an account via the (now non-functional) link on your CRA account, then it follows that you have a Services Canada account. You went onto the Services Canada system and had information pertaining to you, I assume, so therefore there is such an account belonging to you.
I have always accessed each one differently, though, so I am not certain exactly how you should be able to access that Services Canada account. Even now (just a few moments ago), I opened each account, but separately. The connection between the two (from each side) is disabled.
I do not know if my login credentials for the CRA account would open the Services Canada account - I open it using my bank credentials rather than an ID with password like I use for my CRA account. The accounts were created at different times, to explain why this separate set of access methods exists.
You should try and see. Request help from Services Canada if you can't get in. It might be worth trying to create a Services Canada account as well if you can't get in some other way. If you have one already, you should not be able to create a new one, and it will tell you.
