Why is there no exercise exemption with the Quebec curfew?

I understand why Quebec is doing curfew, but why is there no exemption for people to exercise on their own outside.

Update:

There is a huge magnitude of difference between attending in person church mass and exercising outside on your own. Going for a run or walk on your own carries negligible risk. Poor apartment ventilation carries greater risk than being outside on your own.

    Apparently people can go walk their dogs for up to 1 kilometer out side of their home. 

    But they have to stick to the curfew times. I don't see why you can't go for a short walk around the block, keep in mind you should wear a mask and use physical distancing and keeping to the curfew times. If you can open the windows for a bit when the weather is nice, or sit on your patio if you have one.

    Or if you can afford one get a tread mill, or an exercise machine of some kind in your home.

    Why can't they exercise in their home or yards?  Trouble is EVERYONE wants their COVID exemption.  Then you get the Church people crying the exercise people have an exemption and why not them.  And so on....

    How many have said they want such an exercise exemption?  IF next to nobody, then there is your answer why.  I would think their biggest whining would be the right to go to the gym, which is the biggest source of germs and covid super spreader potential out there.
