    It doesn't really matter WHAT the distance is above the plane. If the plane is infinitely large, half of the flux due to the charge is going to go through the plane (and the other half is going in the other direction).

    Φ = Q / ε₀ = 1e-6C / 8.85419e-12C²/N·m² = 1.13e5 N·m²/C
