Can the government send emergency alerts to laptops and desktops just as they do to smartphone?

    If you have subscribed to email alerts then yes

    phones only.  the alert is sent to every cell phone number in the "area".  [I moved several hundred miles away ten years ago, but still get alerts from where I used to live and zero from my new local area.]  -- grampa
