Does trying to say means make an effort attempt ? Yes or no ?

Try means to attempt. There is a difference between trying to do or say ((whatever) and doing or saying it.

Does "trying to say" mean[s] makING an effort OR attempt? 

I am not sure if this will help you out or not, as 'trying to say' can have a couple of different meanings, but I will do my best. 

Meaning 1:

It could mean that a person was actually, PHYSICALLY trying to make an attempt or an effort at saying something to someone. 

The best example I can think of would be when someone in a movie has been shot and they try their hardest to tell the person who found them who it was that shot them, and it takes all their absolute effort to get the last couple of words out before they die.

Another example would be someone who has had a stroke, and it affected their speech, and they physically have to struggle to say what they need to say. 

Meaning 2:

This is the one that is less literal. It is when someone is trying to convey an idea to another person, and they cannot seem to get their idea across. 

Think of when teacher is trying to explain a very hard math formula to a student who is not understanding the concept, and the teacher tries several different ways of trying to explain the concept to the student so they will finally understand. That could be another way to say 'trying to say....'; when someone has to try several different methods of getting their idea across.

Trying to say means "this is the idea that I want my words it convey even if maybe the words are not doing the job as I want them to".  My intention is this, and I am making an effort to make this be true, even if perhaps I am failing.

The idea is that the failure is with me, not with you, when you say "I am trying to say".  You are not misunderstanding, am failing to say it clearly enough that you can't misunderstand.

The idea of someone else "trying to say" something can mean "imply".  What are you trying to say?  Come right out and say it then, don't dance around it and expect us to get the meaning indirectly.  Don't play games and just imply.  Declare it openly.

When we talk about what another person is "trying" to say, we are interpreting their words and saying what was not stated directly.  That often involves something that was implied. Something that was not said clearly, on purpose.  Intended to only imply without declaring.

We can only truly know what we try.  We have to interpret what others try.  Interpret involves things not expressed.  How do we know what was not expressed? It was implied.
