There has to be a law to break , for someone to get arrested .
Someone might travel to a foreign ,and lawless country, where law and order has broken down -- where they commit acts which their home country has " specific laws" against , eg acting as a mercenary / terrorist .
Then ,on their return , their home country can ,and will, arrest and charge them on.
