Can you kill another dog to save your own?

Suppose that you're walking your dog and you pass by another dog which attacks your dog and locks it's jaws around your dogs neck. If you had a pocket knife can you stab this other dog to save your dogs life or do you have to stand back helplessly and use your hands? What about the other dogs owner?

You can use all necessary force to prevent an animal from attacking your dog.  I'm assuming you are on public property or at home and not trespassing.  The other dogs owner will likely sue you for damages, so be sure to document all injuries to your dog, take lots of pictures.  Make notes immediately so you don't forget any details.  Save all vet bills.

There are legal justifications for killing someone else's dog in some situations—especially when it's necessary to protect people or property. Dogs, cats, and other animals are treated like property under the law. ... They could also face criminal charges, including animal cruelty or criminal property damage.

I could and would, not that I expect it would be necessary. You ask, "What about the other dogs [sic] owner?". No, it would not be proper to kill him too. I'd just sue the pants off him.

Stabbing a dog and it's anus will cause the dog to let loose. And the dog will live. I know that sounds absolutely crazy but it is a fact

Yes, you can, and there is case law on the subject.  Which State?
