could dogs actually smile or move their lips to look like they are actually smiling if they really wanted to "smile"?

Not talking about the slightly angry looking "grin" that some dogs do.

but just like the corner of their mouths/lips raise a bit to look like they are smiling or happy?

My Chico smiles all the time.  When I ask him if he wants to go for a walk, he smiles.  When he comes home with his Dad and he first sees me he smiles.  So yes, dogs feel and respond.  Have you ever seen a guilty dog, lol!!

I've known dogs do this but doubt it's actually smiling, in the same way a human does.
