is Microsoft at fault or Canada Computers?

Is it my graphics card? GTX 1660ti Ryzen 7 3700X 8-CP

16GB of RAM.

1TB of local disk 460 GB free.

Is something bottlenecking

The original was Ryzen 3 was a prebuilt installed with windows 10 or windows 8. It started giving me disk issues, flash memory die out. From there got a new flash memory and power supply than later on a new motherboard and Ryze 7 alongside new copy of windows 10 which you think they should've formatted it.  The started up does take long, so I should be in the clear or not?

Looks like you have a mechanical hard drive. There's no "flash memory".  Mechanical hard drives boot much slower than a solid state drive (SSD).  That's probably nothing wrong with your computer.

Startup is going to take a long, long time if the Operating system, aka the C: Drive, has been placed on a conventional Hard Disk Drive. Get a SSD if you want faster load and boot times.

you have a hard drive so no "flash memory" to speak of.

unless you perform regular maintenance on a hard drive the performance will drop daily to the point that even turning on the computer could take 20 min.

i would recommend upgrading to an ssd and you should see a massive performance improvement.
