Please help ... What is meant by ' spared' here in this context?

No License would be spared, as this Client user is already present in Projects

Well, it does not mean anything to me, actually. There is nothing being spared (saved for the future, not used now), the word does not work in the context. I suspect the word they wanted to use would be "needed" or perhaps "required". Spared does not work. Perhaps a License would be "spared", if there is a set number of possible licenses. Not using one of the few remaining licenses would definitely be sparing one.
But licenses are not generally limited in number, so there is no benefit to avoiding using them, no possible "sparing" (preserving) for future needs.
