    5.4 µC / (1.6 × 10^−19 C/electron) = 2.84e13 electrons

    Let`s phrase that slightly differently and see if it becomes more obvious.

    A balloon has 4.1 µC of charge. One electron has 1.6 × 10^−19 C of charge. How many electrons are on the balloon?

    (This of course is the wrong way to think about it: the word "excess" is there for a reason. But for the sake of the math you can ignore all balanced charges for now.)
