I found Duolingo extremely helpful for German. I was able to hold a conversation with a cute Austrian girl in her native language as a result.

Take classes from a good teacher
Watch videos about the language on youtube
Watch movies in the language with good subtitles in your native language
once advanced, read books with the help of a good dictionary
and listen to spoken radio or spoken books

There are some apps and YouTube programs you can try. What works best depends on your learning methods. So I recommend that you think about how you learn the best - reading and writing, listening and talking, etc. Go on YouTube and look at samples of the different methods and see which ones appeal to you. Then, if you need to, you can buy the materials, or if you can, get them free.
