When someone proves their innocence with video evidence from the police department camera of the officer?

Who issued the ticket, do you believe the court system should have to give back the money used to purchase the evidence? And are there legal steps you can take to make that happen?

What money used to purchase the evidence?  That video is not something that should be paid for.

Some jurisdictions have waiver of fees for indigent people for certain filings and civil cases court can award you fees. However, I have never heard or read anything about being able to recover cost for getting copies of video evidence, such as the one you describe. It is doubtful, your state allows that.
