The Chromebook is actually "faster" in all respects. Not sure about the Basic Ipad.

My iPhone SE 2 smokes my daily Intel PC. The single core performance is blazingly fast and it's obvious in back to back usage. The 8th gen iPad uses a similar processor.
I'm not sure what Chromebook you are considering, or what you plan to use it for, which are necessary to know to make a decent suggestion, but know that performance is not a problem on current iOS products.
