Laptop shuts off when I plug phone, usb troubleshooting?

When ever I plug my phone to my hp laptop it responds then shuts down the whole pc, why does it do that? It responds to my mouse but not my phone. Then when my laptop shuts off I can see the light is on when it is plugged in but I try press power an nothing turns on? It turns on way after every 5 to 10 minutes. Is there a way to fix this problem? I installed updates there are none, I also uninstalled the usb ports from device manager and restarted my pc still not resolved, also I tried to restore my pc it failed to do that, any other solutions, please answer if you know?

I meant I see the light on my laptop when its plugged not my phone

Nope tried that still nothing, my cable is new, an the usb is okay but still nothing

And when it turns off it sounds like a hard reset by holding the button but I'm not.

Update 4:

Tried everyone's solution still a bit of a problem, I almost had it working fine, there was a piece of dust in one of the ports, I did some cleaning with alcohol swabs and dried it for a few or longer minutes, worked for a while and it started acting up again. Is there a new deep solution to my idea ?

    The phone is simply taking more current than the laptop USB port can provide; it's turning off due to an overload.

    Try fully charging it first, and then connect with the laptop on power?

    If it still does not work, it's just a bad design in the USB system.

    Check the cable for damage, check the USB port for the same, try a different cable, a different USB port. From there you can work out where is the problem.
