Does 'in the week' means the same as 'in this week' in this context below?

    The lack of declaration of some other specific week implies that the week in question is this current one.  If they meant another week and not this week, they would say so.  They did not, so you can conclude that they did not mean any other week except this one.  Sometimes what you don't say, matters.

    Undeliverable simply means that it can not be delivered.

    No. It is unclear. That's why it should have been "participating this week" or "participating next week."

    Probably, but in real life people would say "another time this week."

    Yes - I would assume so. But the expression is also used for any week, ie not at the weekend.
