Are those lotteries websites scammers ?

some lotteries aren't eligible for others countries to play it, but have seen some websites provide those lotteries to be played in any country and I have checked their social pages as they have 40k to 100k followers. Are those websites scammers or they just buy the tickets from those lotteries and sell them to other restricted countries ?

    They are not scammers. They buy the lottery tickets. If you can't collect then it is your fault. Same with insurance if you have an undisclosed condition etc they can collect premiums knowing you're not eligible then just not pay out. It is legal because it is your responsibility to check these things.
