Not really. Punk is an attitude, and all those things you mention are really integral to that. Sid Vicious for me is the archetypal UK punk icon.

That would be what people called "Straight Edge" and was named for this song.

Virtually, I'd say that over 90% of the people I knew who claimed this were gay and eventually came out.  The punk scene was very uneven in their reception of gay people, especially once punk became so mainstream.  This was a way to be closeted and gay without getting stomped on by some skinhead.

The other ten percent or so were usually hardcore junkies, currently not using. They had the usual success rates at that.

Here's the definition for what you're talking about-

And here's a list of those who live it-

The originators of Punk, Malcolm McClaren, Vivienne Westwood and John Lydon.

    We're a bunch of middle class T*ssers.

No wonder the scene never lasted long the Government never bat an eyelid at them.

They knew they were a harmless joke.

The Rave Generation of the late 80's were more revolutionary and partied harder than those 70's 'Punks'

Along with the 'New Age Travellers' and Striking Miners(both around the same time)

The then Government thought 'Sh*t' and brought in draconian laws specifically the

'Criminal Justice and Public Order Act'

These 3 groups are the real heroes or 'Punks' of the 20th Century.

Oh yeah, there are lots of ways.  Many punks have done that exact thing, in fact.  And I'm talking real punk rockers here, not those pop-punk wannabes.

Wendy O Williams wasn't exactly clean, but she never touched booze, smokes or drugs.  Same deal with Bif Naked, Ian McKaye, and a whole bunch of less than famous people in the industry.  There's even a name for it:  Straight edge punk.

Punk isn't about fitting in, it's about the exact opposite.  Henry Rollins, also a sober punk musician, has repeatedly shown up on stage wearing normal hair and a suit & tie.  He did it because that's what he felt like wearing when he got out of bed, and being punk is all about doing your own thing and not caring what others think.

    Sure there is.

It's about nonconformity. You don't have to live as you described, but it can add some fun.
