    I'll break this down by Confederation

    AFC

    No real shocks, the teams that qualified were expected to, especially with Japan and South Korea qualifying automatically

    CAF

    Mali not qualifying may have been a shock due to their 2002 AFCON performance. Ghana could be looked at as a shock but Nigeria were the favourites in their group and had a decent side. Ivory Coast possibly you could say over Tunisia but Tunisia were 3rd at the 2000 AFCON and had a decent team at the time. I'm tempted to say Senegal over Morocco but Senegal had good tournaments in the 2000 and 2002 AFCON so arguably wasn't a shock for those watching at the time.

    CONCACAF

    No real shocks, Costa Rica by that point had a decent side, Mexico and the yanks were as strong as ever..

    CONMEBOL

    Ecuador qualifying was a shock and Colombia who won the 2001 Copa America not qualifying would count as a major shock. Ecuador had 2 poor Copa America's but made their altitude advantage count at home. They picked up 7 wins and draw at home which helped. 

    OFC

    No real shock

    UEFA

    Lets get the obvious one out of the way, The Netherlands not qualifying having been semi finalists at euro 2000 was a major shock. Yugoslavia not even making the playoffs was a shock. Slovenia beating Romania was a shock considering Romania's Euro 2000 performance

    Most of the teams who qualified were expected to do so, but the biggest shocks were Slovenia qualifying over Yugoslavia, Turkey over Netherlands, Belgium over Czech Republic, Senegal over Morocco, and Ecuador over Colombia.
