In 1998 world cup qualifying were Ghana expected to qualify over Morocco ?

I would say it was 50-50. Ghana had a decent side at the time but Morocco had rebuilt after their disastrous 1996 AFCON run. Both sides were in with a shout and were probably level at the time so I wouldn't say it was a shock that Morocco qualified ahead of Ghana
