What show or tv movie was this scene from?

I remember as a kid we were watching either a movie or a tv movie from 1994 or 1995 I think. I remember in one scene a kid is crying and an old cop with glasses is comforting him saying, "You're supposed to be in school, honey." Then I remember in another scene an older woman with blonde hair is dragging another woman (teacher I think) screaming and then another scene I remember was it was night and two men were dragging out the same woman screaming and they slam the gate on her and she screams for them to let her in. It made me a cry a bit. Can anyone please tell me what the name of the movie or tv show was? Answers would be appreciated.
