Because if they don't know you there's a pretty good chance you'll turn out to be a danger to them. The worst way to try to get dates is to just walk up to random strangers. What you're telegraphing when you do this is that you like the way they look and nothing more, because you don't know them at all. Believe it or not most women aren't so shallow that just flattering their appearance is going to make them want to date you.
