If someone has earned a PhD, do you find it arrogant of them if they require you to address them as Dr.?

    You mean like Dr. Jill Biden?  In a formal or professional setting, no.  Ph.D.'s are as deserving of the title as M.D.'s etc. are.  They've earned it.

    Insisting on being called "Dr." in a social setting would be arrogant.

    you cant be called a doctor unless you have earnt it , you have further degrees to do , eg masters and higher  , a phd is the basic you do , unless you have followed thru to a doctorate degree or higher . it takes 4 years for a degree , then a further 2 years advanced education for your master then another 2 years after that.

    Yout just a degree holder like everyone else .

    In a social setting, yes. In an academic setting, no. Ph. D.s are, as a group, the least fussy about titles and the most deserving of the title "Doctor". After all, that was the first doctorate conferred. It was only after the barber-surgeons started calling themselves "Doctor", that the title became cheapened and was used for almost anyone with a post-graduate degree. The less you deserve the title, the more you insist on it, in my experience. There are exceptions. My favorite MD introduced herself by her first and last names, no title.
