Yes, it's unacceptable that at 17 your daughter did not pay attention. I hope the others weren't made to stay after class, and watching was an option for them.

Yes. She needs to pay attention. It’s about respect for the coach, respect fir your teammates, and the coach needs to be able to instill discipline. Discipline is not only used punitively, but it’s also what wins games. It’s what makes a team...a team. And it’s only laps.  

Yes, its appropriate. If she does it again, you should have to run with her. That way, everyone will know who wasn't paying attention, and who raised a kid that doesnt pay attention.

Well would you find it acceptable, because one student misbehaved, the whole class had to stay after school for an entire week, to march around the school for an hour each night?  What I thought was most unfair though was that some students, that caught school buses, were excused. 

Your daughter could have refused also.  I think I would have if it was not justified, then that teacher would have copped an earful from an unhappy mother also.  I walked out on a sports class myself and nothing was said when I returned to the following class.  I just did not like being pushed into captaining every single team there was.  There are always alternatives, just some are more unpleasant than others.  Pity some (or all) of the other students did not apply the unity theory and run along with her.  That they did not suggests that they thought the situation just, or were they too scared of retribution by the teacher, who was obviously on a power trip or saw no other alternative.  You need to discuss this with the school head.
