I never used Answer Bag Before so I cant speak for that one but Quora on other Hand is a Great Alternative to Yahoo Answers I highly Recommend It

I have Quora, its alright I guess but its not as user-friendly than Yahoo Answers. Its a different atmosphere. Some users have said they're going to Quora while some said they'll sign up for Reddit Yahoo Answers. I think I will also try out Answerbag, I enjoy answering intriguing questions with the knowledge and resources I have.

No. nothing will replace Yahoo Answers, it is irreplaceable.
