Can an employer use write-ups to prevent an employee from coming back to work?

My friend and I were talking about a surgery that he will be having in the next few months and how he is afraid that his employer might not take him back when he is ready to return to work as a department manager, his GM has suggested that he should just step down as department manager since he is not meeting the company's standards, so we started wondering if that's possible, to use write-ups to prevent someone from returning to work since they are refusing to step down.

If he's not doing the job they can get rid of him.

I mean, they can fire him at any time.  They have no obligation to let him come back.  They are being kind by allowing him to step down and stay with the company.

What do you think write-ups are for?  Usually, after the third one, you are outta there.  Fired.

I'm not sure how many write-ups he has, his GM wanting him to step down tells me that his employer still thinks that he is a good employee and doesn't want to end up firing him. But him refusing to step down made us wonder if the write-ups will affect him when returning to work.
