Society not allow to shift because of owner not pay maintenance charges?

I am tenant. Society not allow to shift because of owner not pay maintenance charges? In agreement, owner is paying all maintenance charges.

    In the U.S., nothing to worry about unless the owner is foreclosed on and loses the house.  At that point, you will need to be gone.
