It means
on April 20 Nobody will be able to Post anything anymore Questions and Answers
On May 4 the Site will be Inacessible so if someone types in Answers.yahoo.com they will be Redirected back to the Yahoo Home Page

That is fairly plain English.

As of April 20th no new posts can be made to the site (you can only read what's already here).
As of May 4th, the site will be removed from the display and attempts to come here (answers.yahoo.com) will redirect to Yahoo's main page.
