Is she confused? because I certainly am!?

This girl I like passed me something and our hands briefly touched accidentally, after a moment she took a really big step back, looking a bit startled. So it seemed like she didn't like the physical contact at all. I looked a bit disappointed then walked off to another room.

Less than 5 minutes later she entered the room and came over to talk to me and stood, literally, 12 inches in front of my face the whole time.

If she was wary of physical contact why did she come up so close to talk to me afterwards?

Maybe the idea of touching someone she likes just makes her nervous. That's very common. Touching and being close when talking are two different things.
