The phrase, Problem Gambling make's it seem like gambling itself is not a problem.
When looking up Anti gambling in google, all I see is problem gambling, but where is all the groups that just think gambling itself is a problem?
Problem:
a matter or situation regarded as unwelcome or harmful and needing to be dealt with and overcome.
Even if one thinks there is no problem, we still have to overcome it, if one overcomes it and advertises it other's I see it as a problem for those that can't handle it.
Handle it: even if someone can handle it, it do's not mean it's not problem.
Sin: is dogmatic.

ALL gambling is a sin and it ALWAYS becomes a problem
Show me someone who says they win more than they lose and i'll show you a liar.
I have known dozens of gamblers in my life and NONE ever won as much as they CLAIMED they did.
If gambling paid off then there wouldn't be any 40 million dollar casinos.
They would be run down shacks

Certainly there are a significant number of people who believe all gambling is a problem, but there are more people who use the term "problem gambling" to distinguish between gambling where there is no significant risk involved and gambling where there is a significant risk to the quality of life for the gambler or others that depend upon the gambler.
A problem gambler often finds the need to gamble more important than the need to eat, avoid being homeless, or obey the law.

Check the religious section. Plenty of bible thumpers that will tell you gambling is a sin, then go to church bingo.
