The police gave me a ticket on MY parking lot, can I dismiss it?

Wrong. They are allowed on your property, and it is fair.

If you aren't smart enough to be able to put a sentence together I doubt you own anything.

Nope. If you don't want them on your property, then technically you'll have to close it to the public (the police can go anywhere the public can go). If you don't want them, do them a favor and do NOT call them when you're in serious trouble, deal with it yourself. So next time, if someone steals money from your cash register or if someone is about to use a knife or a firearm, do not call the cops for their help.   

Oh yes they are. In most states, yes. Handicapped parking, fire lanes, fire hydrants, loading zones, red curbs and other parking regulations are often enforceable on private property, particularly if it's property open to public access.
