So my brother has been being very paranoid lately. He’s thinking that the government is spying on him, and is out to get him and he’s serious about it too. He thinks that they’re tracking his every move.

Also look into the scale of operations the Stasi would carry out, then consider the resources present intelligence agencies have at their disposal. Why wouldn't they utilize them?

Yes, that is a mental health issue. He is paranoid. There are 330,000,000 people in the US. There is no way the government could be spying on all of us. Think of how many people that would take to track everyone. Unless he's done something to put himself on a terrorist list, like hanging out on extremist recruiting sites, the government doesn't know he exists. You need to get him some counseling. This is a terrible way for him to be living his life.
