    Americans. More specifically, Philadelphians. What made police a unique invention was the fact that they were a civilian force, not a military force. It flowed from the idea that using military officers, national guard, etc. to keep order and protect the public peace tends to foment an adversariness in which the people are an enemy of the state, ergo the state is an enemy of the people.
