help me plsss. ?

i’ve gained about 70lbs over the span of two years and plan on beginning my weight loss journey to lose it all back. In order for me to achieve the flat stomach and smaller arms i aim for (which is where i carry most fat) i need to be at the weight i use to be.. but i don’t want to be really square shaped and scrawny like i was. can i grow muscle (especially in the legs and booty) while losing weight/in a caloric deficit?

    Please.   The word is please.   Not plsss. That only saves one character and makes you come across as ignorant.

    It's not about following rules but about good communication.
