monitor makes no difference.  the computer can't find an operating system.  check your invoice to see if you bought an o/s.  if not, buy Win 10 from MicroSoft online and download

If it is new it will come with 1 years support. Contact the supplier for the support that you paid for.

Remove any USB flash drives that might be plugged in and try again. If no better then the computer BIOS Boot settings are probably set incorrectly

Restart the computer and immediately look at the computer screen. You should see the manufacturers splash screen with some options along the bottom of the screen. This may only last a second and will tell you which key to press

It may be the Del key, F11, F12 or Esc. Once you have found which key to press restart the computer and immediately start tapping the key to enter the BIOS. You then need to change the boot order to the Primary HDD or SSD

    Computer manual

    or motherboard manual

should tell you which key to hit to bring up BIOS program

Most common keys for accessing BIOS program

    F2

    F12

    Esc

    Usual process:

    - reboot computer (hard boot / cold boot)

    - start pressing keys repeatedly (i.e. press Esc, press F2, press F12, repeat)

    - BIOS setup appears on-screen
