I don't know that the adjective "rolling" adds much of value, so I don't see it as needed or useful. What would a not-rolling wave look like compared to a rolling one? I have no idea, myself. Waves roll, it is what they do.
The sentence as written is grammatically functional.

Grammatically, yes. Factually not so much. Get people to get vaccinated. Then there won't be a wave.

"sweep us over" would be proper

It is fine although rolling sounds a bit superfluous as you then say it is sweeping.
