Why Queen Elizabeth did not wear a uniform during wartime?
Queen Elizabeth---consort of King George the Sixth---did not wear military uniform during wartime, though her sisters-in-law did wear uniforms during wartime: Princess Mary, the Princess Royal, Princess Alice, Duchess of Gloucester and Princess Marina, Duchess of Kent.

Queen Elizabeth the Queen Mother was not a servicewoman during WWII. She was a Colonel-in-Chief, or patron of certain regiments. Colonel-in-Chief is a ceremonial position. It does in fact have one very useful function - the Colonel in Chief is the last resort of appeal by a serviceman who has been stitched up by a crooked chain of command (e.g. found guilty of theft from stores that has actually been committed by the Colonel and the Quartermaster). This is because the position is OUTSIDE the chain of command.

Queen Elizabeth, Queen Consort, simply chose not to wear a uniform. She was given military appointments and could have, but she preferred to wear her civilian garb.
When asked why she always was so well-dressed when she visited citizens, Queen Elizabeth replied that if they, the people, were to come and visit her, they would dress up, so she is doing the same for them.

It was as she approached her eighteenth birthday that she enrolled in the Women’s Auxiliary Territorial Service. The ATS, as it was known, was the women’s branch of the British army, and ATS women saw service in France and at home, working in many supporting roles, though never in front-line combat. Some worked as radio operators, and teams of ATS women crewed anti-aircraft guns and spotlights, among many other roles.
Princess Elizabeth trained as a mechanic and a truck driver, learning to work on the engines of many different kinds of motor vehicles. She developed a love of driving which has remained an important part of her life.
