    The highest bidder will get the car.

    While "The one who will bid higher will get the car." is correct, it would be better with "highest" instead of "higher": "The one who will bid highest will then get the car."

    The one who bids higher will get the car. (formal)

    The one that bids higher will get the car. (informal)

    Dependent clauses are usually in the present tense when the main verb is an expression of future time.
