Is there some kind of sealant to waterproof the exterior stone and mortar joints of an old, old house below the soil line?

I bought a new trickle charger for my ATV battery. The instructions say to "attach at least a 24inch long 6 AWG insulated battery extension cable to the negative battery post". THEN attach the alligator clips and plug into outlet. Can I just attach the alligator clips and plug it in? What is the purpose of the extension cable?
