I've been wondering this for years

I feel that language is a part of culture; every time you speak a Foreign language, you engage yourself in another culture. Indonesian is my native tongue while English almost becomes my second. I speak those two languages in everyday life with my family. The feel when speaking Indonesian is different with the feel when speaking English. With English, I can express myself better, but with Indonesian (especially when I limit foreign loanwords, I feel like I'm closer to my cultural heritages.

My question is: why is it that some people who never attempt to learn foreign languages think learning them will not make you understand another cultures?
