Do they offer advice and help for people who need help finding a counselor or someone to just listen?

Have a friend who needs advice and with it being the weekend no one is open I know of.

Have a daughter that is to be under going testing to see if she is developmentally delayed. Her school offers classes for that but Im not sure if she will see the Dr in time before school starts. Anyone give any helpful advice on what to do.
