When I turn it on, all i get is white noise and COLORED horizontal lines. Is this a simple fix, or is it not even worth getting it repaired?

When using the internet, I get an error report from IE. Saying if i want to close the application OR if i want to report it to MS. I run virus scans constantly, and daily as a matter of fact.If i am lucky IE will re-establish my connection, and I will not have to back track to get to the page i was viewing at the time i lose connection.
