knitting wounded

She arbitrarily will not leave packages even when we are home (2 yards away from the mail boxes) and does not leave notices. She refuses to take our packages even when I submit a carrier request. We have spoken to USPS customer service and the local management several times without effect. This is starting to hurt my business. What do I have to do to get the service I am paying for?

The glass is in very good condition but the metal between the oil reservoir and the bulb is tarnished.
