P (a city) has a rule that only residents of a particular neighborhood can be in its parks between 4:00 and sunset. P sues D (a non-resident individual) in state court for being in the park during those hours requesting statutory civil fines. D answers that the policy amounts to an equal protection violation (under the 14th amendment) and a violation of the public trust doctrine. D counterclaims a civil rights violation under color of law and requests declarative and injunctive relief under 42 USC 1983. D then removes to the applicable federal district court.

Is this removal proper or is it precluded by the well pleaded complaint rule since the complaint raised no federal question? Is there something else I'm missing entirely?

That is, if I have one fairly complex view and I need to add a second that relies on the first, is it better to reference one view in the other?

e.g.

Or is it better to redefine v1 as a subquery in v2?

When the NTSB investigates an aircraft crash, they sometimes categorize it as a "high-speed impact." I'm looking for someone to quote their actual definition (e.g., in terms of miles per hour) of a high-speed impact.

Specifically, the PARIS THREE departure from Hilo (PHTO) states:

TAKE-OFF RUNWAY 26: Climb via heading 259 to 500', then climbing right turn to 6000' via heading 045 to intercept ITO R-255 to SAPDE, or climb in visual conditions to cross DER eastbound at or above 1200' MSL before proceeing on cours. Thence....

....Proceed via UPP R-082 to PARIS INT. Cross ITO R-240 at assigned altitude.

Also there are obstacle notes like "Tree 325' from DER 432' right of center line 40' AGL/80'MSL.

So, what does "DER" mean?

Preferably in or around Chicago.
